In the nine-second video, the mid-sized dog is seen scampering as it tries to keep up with the vehicle.

The dog does not seem to be walking normally in the footage, and it shows a hand holding the leash from the passenger window.

New Straits Times reported that the incident took place at Taman Sri Skudai in Johor Bahru, Johor at about 2pm last Friday, 9 April.

“The 34-year-old man and his 61-year-old mother claimed the dog was their pet who had gone missing and was found in the area,” revealed Rupiah.

“They found the dog in a dirty state and infested with fleas. They figured it was not suitable to have the dog inside the vehicle.”

“The woman used a rope and pulled the dog from the front passenger window as the car was driven slowly.”

It is learnt that the Myvi belongs to the male suspect’s brother-in-law, reported The Star.

Both suspects were released on police bail after their statements were recorded.

The provisions deal with maiming and ill-treating any animal, respectively.

Rupiah said the police have submitted the investigation paper to the Johor deputy public prosecutor’s office for further action.

She urges those with information on the case to contact the North Johor Bahru district police headquarters at +607-5563122.
